United States currently holds #1 with 10.3k TWh. Saudi Arabia is second with 6,231.61 TWh, which puts the leader 66% ahead. Russia completes the top three with 6,085.45 TWh. Together the top three account for about 56% of the combined top-10 total, which gives a quick sense of how concentrated this ranking is.

How it is measured: Oil produced, measured in terawatt-hours of energy. Our World in Data chart "oil-production-by-region" (column oil_production_twh); most recent year per country within the last five years of data, regional aggregates excluded.
